needs to be able to place the article anywhere in the periodical, the
footnotes (or endnotes) need to appear at the end of the article, inside the
columns, and not below the page.

How can I achieve this in LibreOffice ?

Select the whole text of your document, then Insert → Section: under Footnote/Endnote tab you have an option to collect the footnotes/endnotes at the end of the section.
