What happens if you set A3 to be =((A2&"0")/10+27)
So, for example, if A2 is 30, A2&"0" is 300; divide by 10 gives 30 again and 
then add the 27. But if A2 is "" (empty), A2&"0" should force a numeric zero 
which stays the same when divided by 10.
