No the extension Language Tool is not installed under Tools/Extention Manager.

The Pop Up has five little windows showing:

Terme estranger: time
Contexte:        Now is the time
Domain:          Sports
Terms Francais:  reprise
Terms Francais retenu: reprise

When enabled I now notice there is also an extra tool bar with icons for a squiggle, an X, a tick, and a finger.

A mouseover on these icons reveals:
Activer la correction terminologique en cours de frappe
Desactiver la correction terminologique en cours de frappe
Verifer tout la document
Verifier la selection

When I disable the Correcteur Terminolgique in Tools/Extensions Manager as instructed and restart LO the problem goes away and the extra toolbar/icons are no longer visible.

NO DOUBT ABOUT IT! THIS IS THE SOLUTION!
